However, this position is not under a remote agreement and the reporting location must be at a BLM State, District, or Field office. Responsibilities Plans, organizes, and oversees efforts and projects that are aimed at achieving and improving the quality, effectiveness, and timeliness of program accomplishment. Serves as a senior advisor to management and executive leadership on developing and implementing strategic plans in support of achieving the program objectives. Manages short- and long-range planning activities that include multi-year work plans that are the products of subordinate organizational projects/programs. Consults with key managers and stakeholders to ensure that all implications are identified, weighed, and considered in study and discussion of effective and efficient resource use and distribution. Plans work to be accomplished by subordinates, sets and adjusts priorities, and prepares schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Evaluates work performance of employees. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade (GS-13) of the position to be filled. Examples include, but are not limited to: performing the full range of duties involved in the development and review of a variety of administrative functions and programs (e.g. Policy Development, Legislative Affairs, Emergency Management); planning and directing administrative functions and programs and projects of national significance; performing as a state/regional/national recognized consultant and expert; working with Congressional, Departmental, and agency budget processes to advise field officials on program outlooks and problems; applying administrative management principles and practices, including planning, programming, and budgeting guidelines and processes. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. There is no substitution of education for experience at the GS-12 and above grade levels. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level in the normal line of progression for the position being filled. You must meet all qualification requirements within 30 days of the closing date of the announcement. FOR TEMPORARY PROMOTION: To qualify for the GS-14 grade level, 1 year of creditable specialized experience equivalent to the GS-13 is required. FOR DETAIL: Employees who currently hold a position at the advertised grade level or higher, will be placed on a detail at the grade level advertised. If selected, the applicant will not receive an increase or decrease in pay; however, Request for Personnel Action (SF-52) will be completed and placed in their e-OPF as documentation of holding this position. Physical Demands: Work is primarily sedentary in nature with no special physical demands. However. the work may involve site visits which may involve driving to and moving about work sites. Work Environment: Work is performed in an office setting: however. the work involves overnight travel for training. meetings. conferences, and site visits. This position requires that an individual obtain and maintain a Secret Clearance. A favorable determination of the background investigation must be completed and a Secret Clearance granted prior to placement. This is a key leadership position which requires the successful applicant to have broad managerial and leadership competencies including experiences gained at the National and field level. The BLM has determined that the duties of this position are suitable for telework. The official worksite for the selectee is the duty station identified on the selection certificate and identified in this vacancy announcement and the selectee may be allowed to telework with supervisor approval.
