Job Description

Essential Duties and Responsibilities

  • Perform entry level procurement of goods and services in the e-procurement system.

  • Provide customer service support to department and unit personnel with procurement related issues.

  • Receive and review departmental purchase requisitions to determine the appropriate procurement method; competitive bid, sole source negotiation, state contracts, group purchasing contract, etc.

  • Prepare specifications for purchases and issue purchase orders according to proper policies and procedures.

  • Solicit, review, tabulate, and award Invitation to Bids (ITBs) according to proper policies and procedures. Develop specifications and create a bidder list that includes Historically Underutilized Businesses (HUB) vendors.

  • Post ITBs and award information to applicable sites, including the ESBD and LBB Contract Management System.

  • Ensure accuracy of purchases and maintains documentation of buying transactions according to State, Federal, System, and Agency guidelines.

  • Establish and maintain good vendor relations.

  • Assist Director of Procurement and other procurement staff with preparing specifications, bid invitations, and related documents, solicitations, and evaluation of bids.

  • Assist with major/special projects, training, reporting, HUB requirements, contract administration, document management, the e-procurement system and other databases.

  • Attend continuing education and professional development opportunities in procurement as necessary to stay up to date on policies, regulations, rules, and laws.

  • Travel, including overnight travel, as required.

  • Other duties as assigned.

    Required Education and Experience

Bachelor's degree in applicable field or equivalent combination of education and related experience (4 years' related experience with high school diploma or 2 years' related experience with associate degree).

Required Knowledge, Skills and Abilities:

  • Knowledge of word processing and spreadsheet applications.

  • Knowledge of standard business terms and arithmetic.

  • Ability to multitask and work cooperatively with others.

  • Strong verbal and written communication skills.

  • Effective interpersonal and organizational skills.

  • Ability to travel overnight.

    Required Licenses or Certification:

    Possess or have ability to obtain or complete the State of Texas, Basic Texas Purchaser Course within six months of employment.

    Possess or have ability to obtain or complete the CTCD (Certified Texas Contract Developer) within 12 months of employment.
