Job Summary:

The Senior Manager will support the Associate Director of GSS Special Programs Strategic Business Unit, Advanced Technology, as a Mission Area Security Manager for Advanced Integrated Surface Sensors (AISS) leading a cross functional team to oversee all security aspects of assigned Special Access Programs (SAPs) to ensure compliance with all programmatic requirements and Government regulations including but not limited to the NISPOM, DoDM 5205.07 series, DoDM 5105.21 series, JSIG, and ICD-705. This position requires a subject matter expert in security policy and procedure implementation who must have demonstrated experience in developing executable plans with measurable results, implementing cost effective approaches to policy implementation, and developing Plans of Action and Milestones to mitigate threats and vulnerabilities. The Manager will be responsible for managing staffing and execution of special programs across the AISS SSBU. They will interface with Senior Leadership and participate in Executive level meetings. Additionally, this position is a supervisory role and will require the candidate to conduct training with their assigned employees.

Responsibilities to Anticipate:

  • Oversight, management, and implementation of contractual security requirements for engineering development labs and multifunction test facilities utilizing the NISPOM, DoDM 5205.07 series, the ICD-705, and JSIG.

  • Supervise and lead a team of program security professionals.

  • Conduct personnel performance reviews to develop, mentor and train personnel.

  • Provide oversight and direction to other functional areas on security related matters.

  • Ability to understand and proactively partner with key leadership personnel at all levels, in full support of business objectives, while ensuring compliance with US Government and Raytheon Technologies directives and policies.

  • Develop and implement processes and procedures in a cost effective and timely manner in accordance with customer policy.

  • Develop and implement OPSEC plans and counter measures.

  • Provide managerial oversight of annual self-inspections, evaluate findings, and direct the implementation and re-evaluation of the corrective action(s).

  • Provide managerial security support during Government inspections.

  • Accountable for cost, budgets, schedules, safety, and human resources functions.

  • Prepare, coordinate, review, and submit cost proposals to Program Management as required

  • Investigate security infractions/violations, prepare reports specifying the potential for loss or compromise, and provide associated corrective actions.

  • Collaborate and assist the ISSO / ISSM on implementation of JSIG requirements.

  • Maintain facilities in accordance with ICD-705 standards.

  • Manage/Oversee Top Secret Accountability Program

  • Position will require 100% travel to multiple sites by use of person vehicle; mileage reimbursement

    This position will require local travel to various sites on a daily/weekly basis. Local travel is a re-reimbursable expense report will be performed in Personally Operated Vehicle. Additional company travel may be required.

Qualifications You Must Have:

  • This position is a critical niche position and 7 years of direct experience in Special Programs or Sensitive Comparted Information experience is highly desired

  • Typically requires a Bachelors degree and 10 years relevant experience OR in the absence of a degree 14 years professional experience is required.

  • Requires broad understanding of management approaches, advanced knowledge and skills related to security policy implementation, and minimum 10 years prior National Security related experience.

  • U.S. citizenship is required.

  • Understanding of the NISPOM, DoDM 5205.07 series, and ICD-705.

  • Must possess a valid driver’s license for escorting individuals across business locations.

  • Active Top Secret security clearance. Possess a minimum of a current, final Top Secret clearance with an investigation not older than six (6) years on the first day of employment.

Qualification We Value:

  • Masters Degree major in Business Management, Security and/or Risk Management, Government Policy, Information Management, Criminal Justice, or other related field of study.

  • At least 12 years of National Security experience preferred.

  • Possess a minimum of a current, final TOP SECRET security clearance with an investigation not older than six (6) years on the first day of employment.

  • Related training with Defense Security Service, Center for Development of Security Excellence or equivalent security certification programs.

  • MUST be able to travel on short or emergent travel for company business.

  • Willing to work after hours and/or over-time to support program requirements

The salary range for this role is 118,000 USD - 246,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Hired applicants may be eligible for annual short-term and/or long-term incentive compensation programs depending on the level of the position and whether or not it is covered by a collective-bargaining agreement. Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.

This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
