This position is a tiered position. Incumbents will have a position level assigned based on their skills and experience, and in alignment with position development plans. Position placement is at Amtrak's sole and absolute discretion.

SUMMARY OF DUTIES: The Sr / Engineer - Design Ops & Planning, as part of our Design Operations team, is responsible for utilizing existing software tools, systems, and work processes to effectively report the status of engineering technical design reviews to internal and external stakeholders. The Engineer will have an understanding of the Engineering technical design review package received at intake that will be distributed to the Design Management Team for technical review and lead duration planning, sequencing, and resource forecasting for the Engineering technical design reviews within the Planning and Engineering Support team.

The Design Operations team is responsible for planning at acceptance the engineering design review submissions, developing and monitoring the anticipated duration of the technical review, developing and monitoring the anticipated cost of review, channeling each design submission to the appropriate design reviewer(s), monitoring for review completion and subsequent return of design review comments to the external customer, as well as organizing and maintaining records of the overall design submission including a library of Engineering Practices.

ESSENTIAL FUNCTIONS: Assist with the creation, maintenance, and update of reports and dashboards for the monitoring and reporting of duration of engineering technical design reviews and provide routine updates to leadership regarding schedule performance and resource forecasting. Develop, maintain, and monitor a plan and agenda with key milestones for all current and forecasted engineering design review submittal packages based on the availability of design reviewers and estimated duration for each submission review. Track and communicate potential engineering design phase changes to help ensure design review planned schedule changes are given visibility with the customer and internal stakeholders. Assist with the creation, maintenance, and update of reports and dashboards for the monitoring and reporting of duration of engineering technical design reviews and provide routine updates to leadership regarding schedule performance and resource forecasting. Assist the Engineering Design Management team and Engineering Design Operation Budget Team with developing the anticipated duration for each anticipated design submission per package.

MINIMUM QUALIFICATIONS: Bachelor's degree in engineering, construction management, or related field, or equivalent combination of education, training Understanding of the design and submission review process, preferably as it pertains to the railroad environment. Practical scheduling skills (schedule development, management, and reporting). Strong working k owledge of MS Excel, PowerPoint, and Word. Experience working with business intelligence tools such as Tableau, PowerBI, SmartSheet Strong written and verbal communication skills. Strong planning, organizational, and time-management skills. Strong focus on collaboration, team building, and customer service. Familiar with multi-discipline railroad infrastructure (track, electric traction, communications & signals, structures, stations, and facilities). Basic understanding of Amtrak's network, service, infrastructure, train fleet and maintenance facilities. Must know how to use Microsoft Outlook for communicating via email and scheduling meetings. Must know how to use Microsoft Teams for communicating and scheduling and attending virtual meetings.

PREFERRED QUALIFICATIONS: 3- 9 years relevant experience preferred Some experience creating and maintaining CPM Schedules using Primavera P6 and/or MS Project Strong understanding of Amtrak-maintained territory and operation. Experience working with external customers/stakeholders. Experience with the technical design management process, administration, and planning in addition to scheduling.

WORK ENVIRONMENT: Primarily main-office environment. Railroad right-of-way and/or project site visits may be required occasionally for short durations, based on department and/or specific project need.

COMMUNICATIONS AND INTERPERSONAL SKILLS: Must have excellent oral and written communication skills.

The salary/hourly range is$86,500 - $111,966 for the Engineer position and $103,700 - $134,460 for the Sr Engineer position.Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee's assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee's base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
