Position Summary

This position is a member of the HSE Team and is responsible for providing HSE support at a corporate, operational and project level. The focus of this role is mainly operational and hands on to support and assist the line management at site or facility level.

Duties & Responsibilities

CORE FUNCTION

  • Ensuring that Oceaneering’s HSE Management System and expectations are fully implemented with Regional Operations and compliant with local regulations, in particular;

  • Managing the implementation of:

  • HSE policies & procedures;

  • HSE Core Processes, objectives and Action Improvement plans;

  • Clients HSE expectations and contractual requirements;

  • Environmental requirements; and

  • New HSE initiatives.

  • Actively participating in:

  • Local Management Team (LMT) HSE meetings to discuss HSE issues / concerns and review HSE performance;

  • Toolbox talks / pre-start meetings to reinforce HSE issues; and

  • Client HSE meetings / forums.

  • Conducting in-house HSE training & awareness programs as required;

  • Manage Lawstream online compliance registry to ensure all business units have up-to-date legal and compliance information;

  • Carrying out HSE assessments and HSE audits;

  • Working with operational management to prepare for HSE flash calls.

  • Mentoring and coach line management and employees in behavioural-based safety culture and demonstrate active, visible leadership at all times;

  • Conducting HSE inductions for new personnel as well as during mobilisations as required;

  • Working with operational management to conduct periodic HSE inspections of worksites and facilities;

  • Supporting the availability of applicable personal protective equipment (PPE) and training of their use/maintenance;

  • Supporting the implementation of the incident management process including participating and/or leading incident investigations, assist with conducting root cause analysis activities, developing appropriate corrective actions and assisting with monitoring and tracking of the closure of corrective actions within the agreed timeframe;

  • Supporting the implementation of a robust Risk Management framework;

  • Tracking and communicating HSE legislation , amendments and changes across the Company to ensure continued compliance;

  • Assisting management in developing and implementing annual HSE targets, goals and improvement action plans;

  • Leading the emergency response tactical efforts including coordinating training, planning and conducting drills and assisting with medical evacuations;

  • Providing support to the Emergency Response Group (ERG) and Crisis Management Team (CMT), where required;

  • Coordinating and monitoring the effectiveness of the Company Safety Observation and STOP programs;

  • Assisting with the training and administration of the Permit to Work system;

  • Instigating work practices which result in operational workplaces which are safe, healthy and environmentally responsible;

  • Undertaking HSE metrics performance reviews and assisting management in coordinating a strategic approach to reduce HSE risk.

  • Regularly travelling to sites both within Australia and overseas.

  • Assist with any other duties as and when required; and

  • Undertake specific projects as instructed by management.

Safety

  • Ensure that the Safety policies and procedures are understood and adhered to so far as is reasonably practicable in order to ensure a safe working environment;

  • Promote a strong HSE culture at all times;

  • Ensure that personnel identify with and achieve, the necessary Health and Safety performance standards associated with the relative risks to personnel and plant in their environment and daily work;

  • Ensure that business and HSE risk implications of integrity issues are clearly identified and assessed for consideration within the Oceaneering Integrity Management Team and communicated to the Client;

  • Carry out work in accordance with the Company Health, Safety, Environmental and Quality Systems;

  • Perform the assigned tasks with due diligence regarding the Integrated Management Systems for the Company; and

  • Eliminate waste of whatever form, to suggest the use of more environmentally friendly substances and practices and contribute to the continuous improvement of the environment.

Reporting Responsibilities

Reporting to - HSEQ Manager (Kuala Lumpur)

Direct reports - Australian based project HSE Personnel - As required

Qualifications

Qualifications and Training

  • Tertiary qualifications in Science, Engineering or Occupational Health and Safety

  • Formal Risk Management training

  • Recognised Root Cause Analysis training

  • Minimum Certificate IV TAE or equivalent (highly desirable)

  • Formal Supervisor or Management training (highly desirable)

Experience

  • Minimum of 7-10 years’ experience in HSE management

  • Experience in the Oil & Gas industry and/or the broader Resources sector

  • Experience dealing with a constantly changing work environment

  • Demonstrated familiarity with a range of HSE tools including Root Cause analysis and Behavioural Based Safety Systems

  • Knowledge of the Offshore and Onshore Acts, Regulations and relevant HSE legislation
