Oceaneering is a global provider of engineered services and products, primarily to the offshore energy industry. This position is a member of the HSE Team and is responsible for providing HSE support at a corporate, operational and project level. The focus of this role is mainly operational and hands on to support and assist the line management at site or facility level.
Duties & Responsibilities
Ensuring that Oceaneering’s HSE Management System and expectations are fully implemented with Regional Operations and compliant with local regulations, in particular;
Managing the implementation of:
HSE policies & procedures;
HSE Core Processes, objectives and Action Improvement plans;
Clients HSE expectations and contractual requirements;
Environmental requirements; and
New HSE initiatives.
Actively participating in:
Local Management Team (LMT) HSE meetings to discuss HSE issues / concerns and review HSE performance;
Toolbox talks / pre-start meetings to reinforce HSE issues; and
Client HSE meetings / forums.
Conducting in-house HSE training & awareness programs as required;
Manage Lawstream online compliance registry to ensure all business units have up-to-date legal and compliance information;
Carrying out HSE assessments and HSE audits;
Working with operational management to prepare for HSE flash calls.
Mentoring and coach line management and employees in behavioural-based safety culture and demonstrate active, visible leadership at all times;
Conducting HSE inductions for new personnel as well as during mobilisations as required;
Working with operational management to conduct periodic HSE inspections of worksites and facilities;
Supporting the availability of applicable personal protective equipment (PPE) and training of their use/maintenance;
Supporting the implementation of the incident management process including participating and/or leading incident investigations, assist with conducting root cause analysis activities, developing appropriate corrective actions and assisting with monitoring and tracking of the closure of corrective actions within the agreed timeframe;
Supporting the implementation of a robust Risk Management framework;
Tracking and communicating HSE legislation , amendments and changes across the Company to ensure continued compliance;
Assisting management in developing and implementing annual HSE targets, goals and improvement action plans;
Leading the emergency response tactical efforts including coordinating training, planning and conducting drills and assisting with medical evacuations;
Providing support to the Emergency Response Group (ERG) and Crisis Management Team (CMT), where required;
Coordinating and monitoring the effectiveness of the Company Safety Observation and STOP programs;
Assisting with the training and administration of the Permit to Work system;
Instigating work practices which result in operational workplaces which are safe, healthy and environmentally responsible;
Undertaking HSE metrics performance reviews and assisting management in coordinating a strategic approach to reduce HSE risk.
Regularly travelling to sites both within Australia and overseas.
Assist with any other duties as and when required; and
Undertake specific projects as instructed by management.
Ensure that the Safety policies and procedures are understood and adhered to so far as is reasonably practicable in order to ensure a safe working environment;
Promote a strong HSE culture at all times;
Ensure that personnel identify with and achieve, the necessary Health and Safety performance standards associated with the relative risks to personnel and plant in their environment and daily work;
Ensure that business and HSE risk implications of integrity issues are clearly identified and assessed for consideration within the Oceaneering Integrity Management Team and communicated to the Client;
Carry out work in accordance with the Company Health, Safety, Environmental and Quality Systems;
Perform the assigned tasks with due diligence regarding the Integrated Management Systems for the Company; and
Eliminate waste of whatever form, to suggest the use of more environmentally friendly substances and practices and contribute to the continuous improvement of the environment.
Reporting to - HSEQ Manager (Kuala Lumpur)
Direct reports - Australian based project HSE Personnel - As required

Qualifications and Training
Tertiary qualifications in Science, Engineering or Occupational Health and Safety
Formal Risk Management training
Recognised Root Cause Analysis training
Minimum Certificate IV TAE or equivalent (highly desirable)
Formal Supervisor or Management training (highly desirable)
Minimum of 7-10 years’ experience in HSE management
Experience in the Oil & Gas industry and/or the broader Resources sector
Experience dealing with a constantly changing work environment
Demonstrated familiarity with a range of HSE tools including Root Cause analysis and Behavioural Based Safety Systems
Knowledge of the Offshore and Onshore Acts, Regulations and relevant HSE legislation
