City of Oneida Mosquito Control Technician in Oneida, New York

This position is a tested position in the Competitive class (provisional appointment) paid at $30.63 per hour. DISTINGUISHING FEATURES OF THE CLASS:This is a technical and administrative work involving all phases of program activities to promote the health and safety of personnel, the public, and the environment through the surveillance and extermination of mosquitoes and other insects, as well as the control of noxious vegetation. An employee in this class performs the operation of motor vehicles, as well as manual and mechanically powered sprayers in the application of commercial pesticides. General direction is received from the City Engineer with wide leeway allowed for the exercise of independent judgement. Does Motor Equipment Operator work as required.TYPICAL WORK ACTIVITIES•Operated manual and mechanical powered sprayers used to apply insecticide to control the breeding of mosquitoes and other insects;•Operates manual and mechanical powered sprayers used to apply herbicide to control weeds and noxious vegetation;•Conducts mosquito surveillance operations, captures larva and adult mosquitoes to determine levels of activity, prepares and delivers specimens to County and/or State Health Departments for analysis;•Performs the handling, application, and storage of insecticides, pesticides, larvacides, and herbicides which are approved for use by the New York State Department of Environmental Conservation (NYSDEC);•Performs calibration, maintenance, and repair of equipment used in mosquito, insect, and noxious vegetation control activities including, but not limited to, minor motor vehicle maintenance repair, maintenance and repair of manual and mechanically powered spray equipment and its pumps, electrical motors, switches, wiring, valves, belts, and spray nozzles, small gasoline engines, chain saws, generators, and mosquito light traps;•Inspects motor vehicles, spray equipment, and ancillary equipment such as generators, and power tools, used in mosquito control work to determine maintenance and repair needs.•May lead one or two seasonal employees in mosquito control activities including use of equipment and personal protection equipment, and larvicide briquet and spray applications;•Maintains records as to the type, date, quantity, and location of chemical applications, and prepares the Commercial Applicator Pesticide Use Annual Report for submission to the NYSDEC;•Annually provides door to door written notification to over 500 residential and commercial properties in advance of chemical applications, and responds to requests for information regarding all aspects of chemical applications;•Maintains a current library of applicable Material Safety Data Sheets (MSDS) and chemical packaging labels;•Insures that adequate personal protection equipment is on hand, and used by all personnel when handling or applying chemicals;•Maintains a current inventory of parts, supplies, equipment, insecticides, larvacides, and herbicides, and places orders to maintain stocks at required levels;•Prepares the annual budget request for monies needed to support mosquito and insect control operations for the coming year; •Performs duties of Motor Equipment Operator when assigned.FULL PERFORMANCE, KNOWLEDGES, SKILLS AND ABILITIES:Good knowledge of accepted principles and practices of environmental health as it relates to control of mosquito breeding; good knowledge of equipment, materials, and techniques used to control mosquito breeding; good knowledge of occupational hazards and necessary safety precautions in the operation of equipment and handling of insecticides, larvacides, pesticides, and herbicides; good knowledge of electronic word processing, spreadsheets, and data tables; mechanical aptitude; ability to instruct by demonstration and by written direction others in mosquito control work; ability to prepare written material such as reports, charts, graphs, and procedures; ability to establish and maintain cooperative relationships with the public; physical condition commensurate with the demands of the position.MINIMUM QUALIFICATIONS:•Graduation from high school or possession of a high school equivalency diploma AND:•Three (3) years of work experience, or its part time equivalent, in application of commercial pesticides which must have included experience in the application of pesticides to control the breeding of mosquitoes.SPECIAL NECESSARY REQUIREMENT:-Certification as a Commercial Applicator of Pesticides from the New York State Department of Environmental Conservation at the time of appointment, AND:-Possession of a Commercial Driver’s License, Class B with Air Brake and Tank Endorsements within six (6) months of appointment.
