Summary:

This role is responsible for delivery of Capital Improvement projects including oversight and directing of the in-house facilities design team called Design Services Unit and the in-house Rail Infrastructure Design Unit.

Roles and Responsibilities:

  • Serves as deputy to Chief Engineer. Responsible for oversight and direction of Engineering based groups in the Capital Programs department including the in-house facilities design and rail infrastructure design units.

  • Oversees the completion of reviews and approvals of all in-house produced plans, specifications, and calculations to ensure constructability and compliance with regulatory agency requirements and accepted engineering practice.

  • Manages Engineering Department staff review of plans and specifications prepared by consultants for all Capital Programs construction projects.

  • Facilitates and coordinates construction code review and permitting with the NJ Dept of Commercial Affairs for all Capital Programs projects.

  • Resolves daily issues with senior staff, prepares Performance Assessment reviews, interviews/hires new employees, tracks department workload vs. staff workload and makes recommendations for changes in workload or staff head count.

  • Ensures Engineering Department projects meet budget and schedule goals, prepares project recovery plans for budget and schedule where necessary.

  • Responsible for the development of short- and long-term department goals in concert with Chief Engineer.

  • Manages the development of systems and procedures required for the efficient operation of the department.

Education, Experience, and Qualifications:

  • Bachelor’s degree in Engineering from a US Department of Education accredited college or university, and 15 years of progressive managerial applied experience in the design and construction of public heavy infrastructure.

  • Professional Engineer license required.

Knowledge and Skills:

  • The ability to manage people and processes.

  • Understanding of Bus, Light Rail and Commuter railroad facilities.

  • Understanding production of construction contract documents and construction contract oversight.

  • Strong leadership abilities.

This Position Supervises:

  • Senior Director, Design Services Unit

  • Senior Director, Rail Infrastructure Design Unit

Certificates, Licenses, Registrations:

  • Professional Engineer Required

Working Environment:

  • 90% office / 10% field

Physical Demands:

  • Typical as expected of an office environment, and basic hiking/light climbing for field visits to construction sites, facility/facility component inspections.
