WSP is currently initiating a search for an WSP Federal Programs - Director of AE Programs for our New York City, NY office. Primary role is to grow the WSP Federal Programs AE portfolio and capabilities with Federal Agencies including USPS, GSA and others. Be involved in projects with our Federal Programs Team and be a part of a growing organization that meets our client’s objectives and solves their challenges.

The WSP Federal Programs - AE USPS Programs Lead will effectively manage a growing team of AEP professionals in the delivery and execution of federal civilian projects. Projects will include Design & Design/Build Delivery methods.

Direct Reports for this role will include Program Managers for various agencies. The WSP Federal Programs - Director of AE Programs shall work closely with the USPS District Leader as well as our USPS lead Project Managers. In addition, the WSP Federal Programs - Director of AE Programs has an important role in supporting the Project Managers on various federal contracts to assist them in staffing delivery teams, identification of SME's and general business development strategies. The WSP Federal Programs - Director of AE Programs will work closely with and will report to the USPS District Leader.

Your Impact

  • Design Management and Construction Administration.

  • Business Development and Strategic Client Capture.

  • Manage, oversee and coordinate all facets of the pre-construction design, bid and award, construction management and close-out phase of all assigned projects.

  • Involvement with the management and support of facility design and construction projects at all stages and jobs of various sizes from small to large dealing with building expansions, renovations and new builds at single and multiple sites across the western portion of the U.S.

  • Plan, organize, and prepare reports to upper management with respect to the status and/or progress of the projects including schedule, budget, deviations and milestones ahead.

  • Support our Project Managers both in monitoring the project budget and schedule to meet the owner’s qualitative standards; monitoring project budget on a weekly to monthly basis and ensuring that the budget accurately reflects the project status/progress.

  • Support our Project Managers involving daily activities of the contractor, reviewing contractors’ construction schedules and submittals, and coordinating responses to the contractors’ inquiries through Requests for Clarifications (RFC) and other related documents.

  • Provide support to receive, review, and negotiate Contractor Change Order Proposal(s) to achieve a fair & reasonable price in accordance with the General - Conditions; reviews and addresses any and all Schedule impacts in accordance with the project specifications in a timely manner.

  • Exercise responsible and ethical decision-making regarding company funds, resources and conduct, and adhere to WSP’s Code of Conduct and related policies and procedures.

  • Perform additional responsibilities as required by business needs.

Who You Are

Required Qualifications:

  • Bachelor's degree in architecture, engineering or related degree

  • 12+ years’ experience in consulting, engineering, program management and/or business development to the federal government.

  • 10+ years' experience managing multi-disciplinary engineering/architectural teams.

  • Direct experience working USPS projects.

  • Strong knowledge and overall understanding of federal clients; US contracting industry; knowledge of Federal budgeting, industry business drivers and motivators.

  • Experience leading strategy and marketing for Federal acquisitions; demonstrated experience in working with cross-functional teams and a variety of stakeholders, and in developing and executing strategies to deliver business results.

  • Excellent knowledge and experience of servicing client needs and effective program planning and execution.

  • Demonstrated track record of managing large and complex opportunities and pursuits.

  • Strong business development skills with attention to win strategies and differentiators.

  • Strong negotiation skills.

  • Proven ability to communicate and under limited time constraints.

  • Exercise responsible and ethical decision-making regarding company funds, resources and conduct and adhere to WSP’s Code of Conduct and related policies and procedures.

  • Relocation assistance is not available for this position.

Compensation

Expected Salary (all locations): $156,300 - $259,600

WSP USA is providing the compensation range that the company in good faith believes it might pay and offer for this position, based on the successful applicant’s education, experience, knowledge, skills, abilities in addition to internal equity and specific geographic location. WSP USA reserves the right to ultimately pay more or less than the posted range and offer additional benefits and other compensation, depending on circumstances not related to an applicant’s sex or other status protected by local, state, and/or federal law.
