Job Description

NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.

Property Valuation and Tax Mapping is responsible for valuing more than one million properties in the city and overseeing assessments and valuations in a fair and equitable manner. The valuations enable the efficient and effective collection of property tax revenues for New York City.

The Property Exemptions Administration (PEA) oversees and executes property tax benefits for a diverse array of entities and individuals. PEA’s core responsibilities encompass the examination, processing, and management of applications for exemptions and abatements. These benefits extend to commercial and industrial properties, residential multi-family construction, new one- to two-family construction, government entities, and non-profits, as well as renters and homeowners, including members of the clergy, seniors, people with disabilities, and veterans. PEA is committed to ensuring the accessibility of property tax benefits for all eligible constituents.

PEA is seeking a Personal Exemptions & Abatements Programs Manager to lead a processing team of two supervisors and 12 processors to oversee the accurate processing and management of applications for several property tax exemptions and abatements programs. This role requires strong leadership, analytical skills, and the ability to manage complex projects and operational programs. The overall goal is to contribute to the timely and accurate completion of the NYC property tax roll.

Key Responsibilities:

  • Leadership and Supervision: Lead and manage a team of property tax benefits reviewers, ensuring thorough, timely, and consistent review and verification of incoming data on all applications.

  • Policy Development: Evaluate existing policies and recommending and implementing new policies where appropriate to enhance efficiency and accuracy.

  • Process Optimization: Revamp and optimize application processing methods to boost efficiency and elevate the customer experience. Analyze business procedures for improvement possibilities and provide recommendations.

  • Coaching and Development: Working with the Division's trainer to facilitate a comprehensive cross-training program for unit staff, that equips them with in-depth knowledge of personal exemptions & abatements program policies and requirements. Ensuring expertise across the team, including the handling escalated customer service- related inquiries.

  • Data Analysis and Reporting: Utilize statistical data analysis to assess process efficiency and identify areas for streamlining or automation. Prepare regular statistical and progress reports for supervisors and senior management.

  • Stakeholder Engagement: Serve as the primary liaison for both internal and external stakeholders, facilitating collaboration and communication. This includes partnering with other PEA processing teams, coordinating with the Office of the Taxpayer Advocate and the External Affairs Division, and engaging with external partners such as managing agents and taxpayers to ensure smooth processing and administration of property tax benefit programs.

Qualifications

Level I

  1. A master’s degree from an accredited college or university in social science, economics, statistics, computer science, data analysis, geography, sciences, technology, engineering, mathematics (STEM), or a closely related field, with at least 12 credits or five courses in economics, public policy, econometrics, statistics, mathematics, engineering, geography or computer science.

  2. A baccalaureate degree from an accredited college or university as described in “1” above and two years of full-time, professional experience performing statistical analysis and programming work in any of the areas described in “1” above.

Level II

  1. A master’s degree from an accredited college or university in social science, economics, statistics, computer science, data analysis, geography, sciences, technology, engineering, mathematics (STEM), or a closely related field, with at least 12 credits or five courses in economics, public policy, econometrics, statistics, mathematics, engineering, geography or computer science.

  2. A baccalaureate degree from an accredited college or university as described in “1” above and two years of full-time, professional experience performing statistical analysis and programming work in any of the areas described in “1” above.

Special Note:

To be eligible for placement in Assignment Level II, individuals must have, in addition to meeting the minimum requirements, at least one year full-time work experience in a related field, or a master’s degree from an accredited college or university, in the areas described in “1” above, with at least 12 credits or three advanced courses in economics, public policy, econometrics, statistics, mathematics, engineering, geography, or computer science."

Level III

  1. A master’s degree from an accredited college or university in social science, economics, statistics, computer science, data analysis, geography, sciences, technology, engineering, mathematics (STEM), or a closely related field, with at least 12 credits or five courses in economics, public policy, econometrics, statistics, mathematics, engineering, geography or computer science.

  2. A baccalaureate degree from an accredited college or university as described in “1” above and two years of full-time, professional experience performing statistical analysis and programming work in any of the areas described in “1” above.

Special Note:

To be eligible for placement in Assignment Level III, individuals must have, in addition to meeting the minimum requirements of Level II, at least three years full-time work experience in a related field, or a Doctorate degree from an accredited college or university, in the areas described above, with at least 12 credits or three advanced courses in economics, public policy, econometrics, statistics, mathematics, engineering, geography or computer science.
