The Department of Citywide Administrative Services (DCAS) Division of Energy Management (DEM) serves as the hub for emissions reduction and energy management for the City government portfolio. DEM develops the City’s annual utility energy budget; manages the City’s utility accounts; helps our agency partners identify and pursue energy-saving opportunities at their facilities; leads energy efficiency and distributed generation projects across the City’s portfolio; and helps implement operations and maintenance best practices.

Broadly, DEM is tasked with leading the City’s efforts to reduce greenhouse gas (GHG) emissions from City government operations 40 percent by 2025 (40x25), 50 percent by 2030 (50x30), and 80 percent by 2050 (80x50). Beyond 40x25, 50x30, and 80x50, the City has also made other energy-related commitments, such as pledging to install 100 MW of solar photovoltaics on City buildings by 2025. DEM works closely with our agency partners to help them reduce emissions and improve energy management in their facilities, including providing them with project funding, project delivery vehicles, technical expertise, staff resources, strategic planning support, and data analytics.

The Assistant Engineer, Building Optimization (BOT) will work within DEM’s Operations Unit to support the continued growth of our Building Optimization Team. The Assistant Engineer will be under the guidance of the Engineer, BOT, and in close coordination with DEM’s other units.

The Assistant Engineer will be charged with responsibilities including, but not limited to, the following:

  1. Managing a portfolio of projects | Assist with the management of a portfolio of projects to implement and commission Energy Conservation Measures (ECM) at City facilities in partnership with agency facilities staff, by utilizing available energy data (e.g. real-time interval data, Building Management System (BMS) endpoint data, energy management tools). Facilities include, but are not limited to, museums, schools, hospitals, office spaces, and other city facilities.

  2. Supporting performance reporting for the program | Monitor, report, and maintain project-level tracking of key metrics including recommended and implemented ECMs, associated energy, GHG and cost savings, and associated training metrics.

  3. Supporting implementation of building controls projects | Assist with the identification of opportunities for BMS and building controls upgrades. Refer agency facilities staff to available DEM funding vehicles.

  4. Developing additional energy management tools and training materials | Provide technical assistance for city-wide programs, specifically on existing and in-development tools, including ECM calculators, energy visualization dashboards, and HVAC asset inventory tools. Assist with the development of training materials and the delivery of field training to empower behavioral change among City building operators. Support the evolution of current measurement and verification protocols and tools to help improve energy quantification accuracy.

  5. Contributing to other relevant efforts across the division | Provide technical support to other DEM programs. Remain current with best practices to keep the program agile and responsive to an evolving industry.

Flexible Work Update:

This position may be eligible for remote work up to two days per week, pursuant to the Remote Work Pilot Program agreed to between the City and DC37.

Qualifications

  1. A baccalaureate degree from an accredited college in mechanical engineering and one year of full-time satisfactory experience in mechanical engineering work; or

  2. A baccalaureate degree from an accredited college and a Master's degree from an accredited college in mechanical engineering.
