The maximum salary for the Engineer 5 is $117,936. Required certification for applicants interested in qualifying for Engineer Intern 1 or 2: Engineer Intern Certificate in the State of Louisiana.

Required License for applicants interested in qualifying for Engineer 3, 4, or 5: Professional Engineer License in the state of Louisiana.

**For recruitment purposes, applicants who are within 90 days of graduating with a bachelor’s degree may be eligible for this position. Applicants may apply 90 days prior to receipt of their degree, however, the effective date of the appointment cannot be prior to their graduation date.

Function Statement:

The overall function of this position is responsible for overseeing data collection, analyses, reviews, designs, and inventory of traffic control signals, traffic control signal systems, traffic signing, pavement marking, channelization, and associated traffic controls for all Federal and State highways within District 07 to ensure the safe and efficient flow of traffic. This position is located in the District 07 Unit 002 of the Department of Transportation and Development and reports directly to the Engineer 6. The incumbent must be self-motivated and be able to perform duties many times with or without minimal supervision and also be able to interpret unforeseen conditions as they may arise. The incumbent will participate in appropriate DOTD structured training programs and attend all continuing education classes and conferences deemed necessary to facilitate the performance of required tasks. While in official capacity, DOTD employees must comply with applicable Louisiana and Civil Service Laws, rules, and regulations, as well as DOTD policies, procedures, manuals, and directives.

The incumbent is required to possess the following specialized knowledge, skills, abilities, as well as to maintain the following licensing and operate the following equipment:

Specialized knowledge, skills and abilities: Three (3) years of engineering experience. Specifically, knowledge and proficiency in the operation of traffic management systems, including, but not limited to closed loop traffic signal systems, traffic signal timing software, capacity analysis software, traffic signal controllers, adaptive traffic systems, and Intelligent Transportations Systems including variable message signs and traffic monitoring cameras. Incumbent is required to have extensive knowledge in traffic signal design, access management rules and regulations, traffic maintenance operations, roadway signing, pavement marking.

  • Required License: Louisiana Professional Engineering License and Class “E” Louisiana Driver’s License

  • Drug Testing required: N/A

  • Types of equipment used for the job: Computer, distance meter, radar speed gun, volume traffic counters, manual movement counters, traffic camera, and traffic signal controller.

Job Duties & Responsibilities:

25% Conducts and oversees studies in response to request from the general public, elected officials, or internally within the department. This includes preparing and reviewing traffic engineering reports and written letters/correspondence summarizing the findings of the study. Studies to be performed include, but are not limited to: signal warrant, flashing beacon warrant, multi-way stop warrant, intersection control evaluation (ICE), speed studies, signal modification, intersection improvement, delay studies, sight distance, no-passing zones, railroad preemption, striping modifications, access management, interchange modification, queue analysis, capacity analysis, geometric improvement, and safety analysis. Uses crash data and High PSI list to identify locations for safety improvement. Makes recommendations to the Assistant District Traffic Operations Engineer for traffic operations and safety improvements throughout District 07. Prepares stage 0 feasibility reports as required for inclusion of safety improvement projects in the Departments Transportation Improvement Plan. Note, all reports and/or written correspondence are to be submitted to the Engineer 6, the District Traffic Operations Engineer (Engineer 7), or the District Engineer Administrator (Engineer 9) for signature and/or to be stamped. This position will be required to stamp reports once professional licensure is obtained

20% Reviews submittals by others, such as consultant engineers, city/parish engineers, and District and Headquarter engineers, performing traffic related studies and/or designing plans for, new accesses connections, new roadways, and existing roadway improvements within the District. Provides technical guidance to these submittals, ensuring they are in compliance with Department policies and traffic engineering practices. Also recommends safety improvements where applicable, such as low cost safety improvements on pavement preservation projects. Reviews include, but are not limited to: Intersection Control Evaluation (ICE) reports, interchange modification reports, interchange justification reports, striping layouts for construction projects, signing plans, crash analysis, intersection design, access management studies, queue analysis, capacity studies, geometric improvement studies, temporary traffic control plans, and incident management plans.

15% Prepares, reviews, and oversees the preparation of Traffic Signal Inventories (TSIs) and CAD drawings pertaining to new traffic signal installations as well as existing traffic signal systems, traffic signs, pavement markings, and geometrics in accordance with State and Federal requirements. Assist in overseeing the inspection, maintenance, and repair of traffic signals in five (5) parishes within District 07 to ensure compliance with State and Federal regulations as well as the Manual on Uniform Traffic Control Devices (M.U.T.C.D.).

15% Identify locations and/or corridors that require modified signal timings. Make recommendations for modified to signal timings utilizing capacity analysis software. Assist the Engineer 6 in maintaining the District Advanced Traffic Management System (ATMS) and Adaptive Signal Systems. Represents the DOTD in traffic control litigation as an expert witness. Assists with the development and operation of the Intelligent Transportation Systems (ITS) network for the Lake Charles area in conjunction with FHWA, the City of Lake Charles, local authorities, and consultants.

10% Provides support, expertise, and functional supervision to technicians engaged in the collection of data, analysis review, design and inventory of traffic control signals, traffic signing, pavement marking, speed limits, no parking zones and associated controls for all State maintained highways within the five parishes that form District 07 to ensure a safe and efficient flow of traffic.

5% Directs, inspects, and oversees the installation of traffic signals, pavement markings, and other traffic control devices assuring compliance with state and federal regulations and requirements.

5% Manages and coordinates the use of ITS Technologies, including but not limited to scripting and deploying messages on portable and stationary variable message signs.

5% May be required to perform other duties as necessary including, but not limited to, emergency/disaster support activities.

Assists in the supervision of a laboratory unit engaged in sampling, inspecting, and testing of soils, water, wastewater, air, or similar materials.

Supervises the laying out of Kelsh Manuscripts for photogrammetric plotters and reviews work of sub-professional engineering personnel.

Assists in economic justification studies for proposed engineering facilities and performs computations and analyses of cost-benefit engineering considerations.

Applies basic engineering formulas to routine calculations.

Assists in the supervision of work involving the construction and inspection of construction, remodeling, or repair of structures, including airports, buildings, canals and locks, docks and piers, highways, bridges, transmission lines, power plants, tunnels, water supplies, sewerage systems, and other works.

Assists in the instruction and training of water and sewerage superintendents and operators in the safe and efficient operation of their plants and in the performance of such routine tests as are necessary for proper control of the treatment process.

Assists in the training of operators of swimming pools, etc. and occasionally aids in the classroom and field training of sanitarians.

Collects samples for chemical and/or bacteriological laboratory analysis, using special techniques as required.
