Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Full performance level of this position is GS-11. It may be filled at the GS-07, GS-09 or GS-11. More information about the Jacksonville District is located at http://www.saj.usace.army.mil/ Responsibilities Works as an engineer on design of a variety of electrical engineering features, equipment and systems in military and civil projects to be constructed or altered. Performs work in preparing electrical design for lighting and power systems, control systems, telephone conduit systems, intercom systems, and intrusion and alarm systems in buildings. Gathers technical data and prepares parts of technical reports and documents. Serves as an advanced trainee utilizing a basic knowledge of electrical engineering principles to perform less complex phases of research, design, development, testing and/or maintenance on assigned tasks, for Army facilities worldwide. Assists in determining technical requirements and gathering test data for procurement data packages. Participates with higher grade engineers in preparing studies and technical evaluation reports Assists higher grade engineers in design of less complex equipment components and in preparation of the more basic aspects of specifications, purchase descriptions, drawings, and/or standards. Designs electrical systems and communications systems. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Requirement for Electrical Engineer: A. Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: For the GS-07 grade level or equivalent pay band in the Federal Service must have either of the following: A. I have one year of specialized experience equivalent to the GS-05 grade level in the Federal service which includes assisting with the design of civil engineering projects and writing and reviewing engineering related reports to ensure compliance with requirements. B. I have successfully completed one full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. C. I am claiming Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in B above. For the GS-09 grade level or equivalent pay band in the Federal Service must have either of the following: A. I have one year of specialized experience equivalent to the GS-07 grade level in the Federal service which includes working on projects with regular guidance from senior engineers, collecting data through field activities, and assisting with the preparation of reports, plans and other project documentation. B. I have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. For the GS-11 grade level or equivalent pay band in the Federal Service must have either of the following: A. I have one year of specialized experience equivalent to at least the GS-09 grade level in the Federal service which includes experience in the preparation of engineering studies, designs, calculations and analysis and the development of contract plans and specifications as required for the construction of the varied and complex Civil Works and Military Program projects. B. I have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
