Job Summary:

In this role, you will oversee the development and preparation of project master purchasing commercial pro-forma forms, including legal and commercial terms and conditions. You will lead the development of purchasing procedures, planning, and forecasting of purchasing staff. You will direct negotiations, solve problems, and communicate with suppliers to ensure compliance with purchase order requirements and achieve the required service to meet project needs. #LI-AM3

Major Responsibilities:

  • Performs tasks involved in the formation and administration of complex purchase orders.

  • Supervises assigned personnel in the orderly performance and completion of project procurement commitments through the several steps of bidding, evaluation, and award, in accordance with established policies and procurement procedures, in the Procurement administration functions of identified project purchases to ensure, in conjunction with other functional departments, performance of each order in accordance with the contracted terms and conditions and project requirements.

  • Indoctrinates newly assigned Purchasing personnel to the requirements and procedures of the corporate, global business unit, project, and client. Ensure they receive appropriate training and development.

  • Supervises preparation and maintenance of project bidder lists, ensuring input is received from all procurement functions and other operational groups.

  • Reviews bid tabulations for accuracy, bidder recommendation, completeness, and approves selection of suppliers within delegated approval authority. Ensures all commitments made by subordinate personnel are accurately presented and have proper global business unit approval and signing authorities, as contained in the Procurement Procedures. Reviews and recommends bid selections that require higher Procurement approval authority. Executes commitments within delegated signing authority.

  • Develops project purchases operating procedures for review by supervisor and inclusion into the project procurement procedures. Develops project workhour estimates for Purchasing function. Monitors project work and the expenditure of work hours within approved budgets.

  • Develops and coordinates with Project Procurement manager the Purchasing personnel staffing plan so that staff are added and released in an orderly manner, in accordance with the project workload.

  • Reviews prime contract between client and Bechtel and makes recommendations to ensure appropriate provisions are reflected in the general, special, and pricing conditions of the master Purchasing pro-forma documents.

  • Develops, monitors, and maintains project master Purchasing pro-forma documents, including legal comments to commercial terms and conditions.

  • Directs negotiations and prepares proposed negotiating plan in the commitment and resolution of commercial conditions of purchases when such action is agreed as necessary by the project procurement manager.

Education and Experience Requirements:

  • Requires bachelor's degree (or international equivalent) and 8-10 years of relevant experience or 12-14 years of relevant work experience

Required Knowledge, Skills, and Abilities:

  • Demonstrated knowledge of the legal and commercial aspects of global procurement of equipment and materials.

  • Experience, skill, or training in the function of supervising workload distribution and execution of the work, as well as personnel interviewing, selection, performance evaluation, career counseling when delegated, training.

  • Skilled in working with and informing effectively with supervisors of other project functional groups.

  • Past experience working on DataCenter Projects is preferred but not required
