Burns & McDonnell Traffic Section Manager - Transportation (Dallas) in Dallas, Texas

Burns & McDonnell is seeking an ambitious and talented Engineer to lead our local traffic engineering practice as Traffic Section Manager in the Dallas office.

As Traffic Section Manager, you’ll be responsible for developing a strategic vision, providing a leadership role in pursuits and projects, and developing staff within the North Texas Region (NTR) of the Transportation Global Practice.

  • Areas of general responsibility in supporting the Traffic Section include the following along with other duties as assigned by senior management:

  • Support or lead portions of NTR TRN and Design Department meetings; organize and lead Traffic Section meetings.

  • Coordinate with other section managers and the Design Department Manager regarding staffing and project activities.

  • Interpret and establish policies, procedures, and strategic goals collectively set by the organization.

  • Support and assist in developing the Design Department’s and Traffic Section’s operational structures and procedures.

  • Demonstrate creativity, foresight, and sound judgment when anticipating and solving project and staffing issues.

  • Determine project objectives and requirements, organize projects, and develop standards and guidelines.

  • Recommend changes in the Traffic Section and/or project teams’ structure and organization to achieve their objectives.

  • Attend project meetings for select clients and projects.

  • Advance and develop tools and workflows to increase efficiency and quality of designs, specification development, and project execution.

Areas of direct responsibility/focus for the Traffic Section Manager include:

  • Serve as the technical advisor and provide senior-level input and direction of traffic engineering-related activities such as developing traffic operations and safety studies, microsimulation traffic models, traffic impact analyses, highway capacity analyses, and developing traffic phasing for traffic control plans.

  • Coordinate with Project Managers to meet staff billability goals and project staffing needs.

  • Provide administrative, supervisory and technical direction for Traffic Section personnel.

  • Ensure quality reviews are being performed on traffic engineering-related projects.

  • Assist with proposal efforts for specific clients and projects.

  • Develop and execute, in coordination with the Design Department Manager, an outreach plan for Traffic Section personnel to strategically interact with industry peers and potential clients at multiple levels through technical and professional organizations and events to grow the BMcD brand in general and the awareness of the technical capabilities.

  • Assist with establishing and reviewing budgets and schedules for traffic engineering-related proposals.

  • Selectively serve as the client-facing task manager or project manager for studies and project development for specific clients and projects

  • Coordinate with the Design Department Manager on project setup in ECOSYS to create uniformity among projects.

  • Assign work and review Traffic Section staff performance to ensure quality and efficient, cost-effective staff utilization.

  • Monitor and maintain development staffing levels, staffing loading, and staffing assignments to meet project requirements while maintaining billable goals.

  • Recruitment, development, training and retention of Traffic Section personnel.

  • Supervise workflow development and preparation and maintenance of software, tools and standards for execution of technical development on projects.

  • Act as a coordinator/liaison with other global practices and regional offices on activities related to traffic engineering on projects.

  • Provide administrative, supervisory and technical direction to Summer Interns assigned to the Traffic Section including assignment of work, coordinating site trips, and other associated functions.

  • Implement, apply and support company, global practice and/or regional office programs and initiatives; successfully navigating and managing change within the section.

  • Prepare and present workload and monthly financial reports to global practice or regional management and applicable project managers.

  • Responsible for conducting performance evaluations for department staff.

  • Provide leadership, guidance, and instruction to the department.

  • Responsible for interpreting the organization's policies, purposes, and goals to staff.

  • Responsible for overall QA/QC process adherence.

  • Enforce compliance with company and site safety policies.

  • Responsible for diversity initiatives.

  • Performs other duties as assigned

Qualifications

  • Bachelor's degree in engineering, architecture, construction or related degree from accredited program

  • Five (5) years related professional experience in design and/or project management required; Eight (8) years related professional experience in traffic engineering design and/or project management strongly preferred.

  • Experience in project scope definition, scoping studies, plan development, and cost estimating of traffic-related projects strongly preferred.

  • Professional Engineer (PE) and Professional Traffic Operations Engineer (PTOE) licenses are required.

  • Previous leadership and/or management experience is preferable.

  • Must demonstrate excellent oral and written communication skills, strong interpersonal skills, and the ability to clearly and effectively present complex information to all levels of employees, management, and clients.

  • Position requires the ability to thoughtfully and positively influence, lead, and manage change.

  • Must possess strong project management skills and a strategic perspective.

  • Must be expert in the use of computer software (i.e., Microsoft Word, Excel, PowerPoint).

  • The ideal candidate will have experience with MicroStation, HCS, Synchro, PTV Vissim, & Vistro and Municipal and TxDOT design criteria and standards. Must demonstrate excellent oral and written communication skills, strong interpersonal skills, and the ability to clearly and effectively present complex information to all levels of employees, management, and clients. Position requires the ability to thoughtfully and positively influence, lead, and manage change. Must possess strong resource management skills and a strategic perspective. Must be proficient in basic computer software (i.e., Microsoft Word, Excel, PowerPoint).

  • This position requires 0-25% travel.
