Maryland Transportation Authority Traffic Design Engineer (Transportation Design Engineer III) in Baltimore, Maryland

This is aposition specificrecruitment. The resulting list of eligible candidates will be used to fill this Maryland Transportation Authority (MDTA) position/function only. All interested persons will need to re-apply for any future recruitment conducted of this classification.

The Maryland Transportation Authority (MDTA) owns, operates, and maintains eight major toll facilities comprised of four bridges, two tunnels, and two turnpikes, across the State of Maryland. Nature of Work: The Traffic Design Engineer assists the Office of Engineering and Construction (OEC) through developing and managing various traffic-related programs, including but not limited to data collection, management of data collection and processing, and data analysis. The incumbent will be responsible for reviewing and conducting traffic studies, reviewing and performing design activities, including maintenance of traffic (MOT), signing and pavement marking design, lighting analysis and design, and intelligent transportation systems (ITS) design. Duties for this position include, but are not limited to, the following:

  • Conduct and manage the traffic studies process from beginning to end, including scope development, task initiation, schedule development, consultant management, field review/evaluation, and application of engineering theories/principles/standards;
  • Manage crash history database, including coordination with the State Highway Administration (SHA) on yearly crash data, various crash data requests, and crash data sharing;
  • Assist in the development of new, and/or enhancements to existing geographic information system (GIS) based tools related to traffic data and assets;
  • Manage traffic volume and classification data collection and related analyses and reporting efforts;
  • Review annual inspection reports and provide comments;
  • Coordinate defect repairs and track all traffic defect items as well as progress;
  • Assist the Senior Traffic Design Engineer in responding to stakeholder requests, as well as urgent and emergency events; and
  • Review and perform design activities for various delivery methods.

Employees in this position will report directly to the*Senior Traffic Design Engineer. The current vacancy exists in Baltimore, MD at the Francis Scott Key Bridge.*Hybrid telework schedules may be available for this position.

Qualifications

MINIMUM QUALIFICATIONS:

Possession of an Engineer in Training (EIT) Certificate. Evidence of certificate must be presented at the time of appointment.

Experience: Two (2) years of experience performing engineering work acceptable to the Maryland State Board for Professional Engineers involving the application of specialized engineering analysis and design that includes aspects of design, evaluation, and inspection in accordance with specifications and drawings, investigation, and planning.*One (1) year of experience in planning and design relating to traffic engineering associated with highway construction and/or operations.*

Theideal candidatewill possess the following:

  • MicroStation experience related to Traffic Control Device Design
  • Proficiency with Traffic Capacity Analysis and Modeling
  • Knowledge of Safety Studies related to Highway and Traffic Safety
  • Strong analytical and technical writing skills and abilities.

NOTES:


Qualifying engineering work must conform to the definition of "Practice Engineering" as set forth in the Business Occupations and Professions Article, Title 14, Professional Engineers, 14-101 (f):(f) (1) "Practice engineering" means to provide any service or creative work the performance of which requires education, training, and experience in the application of: (i) special knowledge of the mathematical, physical, and engineering sciences; and (ii) the principles and methods of engineering analysis and design. (2) In regard to a building or other structure, machine, equipment, process, works, system, project, or public or private utility, "practice engineering" includes:(i) consultation; (ii) design; (iii) evaluation;(iv) inspection of construction to ensure compliance with specifications and drawings;(v) investigation;(vi) planning; and(vii) design coordination. (3) "Practice engineering" does not include the exclusive and sole performance of nontechnical management activities.

Applicants may substitute additional graduate level education in engineering for the required experience on a year for year basis.

Licenses and Certifications
  1. Applicants may substitute an EIT Certificate from a state with comparable requirements that are acceptable to the Maryland State Board for Professional Engineers for Maryland EIT certification. Evidence of certification must be presented at time of appointment.

  2. Persons currently registered as Professional Engineers in the State of Maryland, or in a state with comparable requirements that are acceptable to the Maryland State Board for Professional Engineers, are considered to have met the minimum qualifications. Evidence of license must be presented at time of appointment.

  3. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

NOTES:

  1. Registration requirements are established under Title 14, Business Occupations and Professions Article of the Annotated Code of Maryland.

  2. Employees of the Maryland Department of Transportation assigned to especially sensitive locations or facilities may be required to obtain and maintain a special security badge.
