Maryland Transportation Authority Senior Traffic Design Engineer (Transportation Design Engineer V) in Baltimore, Maryland

This is aposition specific recruitment. The resulting list of eligible candidates will be used to fill this Maryland Transportation Authority (MDTA) position/function only. All interested persons will need to re-apply for any future recruitment conducted for this classification.

The Maryland Transportation Authority (MDTA) owns, operates, and maintains eight major toll facilities comprised of four bridges, two tunnels, and two turnpikes, across the State of Maryland. Nature of Work: This position is a senior level, licensed professional engineer (PE) for the Maryland Transportation Authority's (MDTA) Office of Engineering and Construction (OEC). The incumbent works in the Traffic Section and will be responsible for traffic and transportation engineering planning, analysis, design, project and program management. The incumbent will supervise and manage complex transportation engineering studies and projects from initiation to completion and will alsosupervise lower level in-house engineers, and/or manage consultant engineering firms. Other duties include, but are not limited to the following:

  • Reviewing/managing various traffic studies (safety studies, traffic impact studies, etc.);
  • Signing design and evaluation;
  • Maintenance of Traffic (MOT) development and review;
  • Working with the Traffic Manager in identifying and managing projects for the signing program, safety program, and traffic study/data collection program;
  • Developing and maintaining task/project schedules; construction cost estimates; tracking and managing budgets for projects; coordinating with other MDTA divisions, as well as federal, state and local agencies;
  • Representing the MDTA's OEC-Traffic Section at internal and external meetings;
  • Reviewing and responding to construction Requests for Information (RFIs), as well as shop drawings; and ensuring compliance with sound engineering practices as well as the application of guidelines, standards, practices, policies or regulations as they relate to traffic and operation; and
  • Managing consultants in the design and preparation of construction documents for multiple traffic and highway projects.

Work is performed in an office setting and in the field. When performing fieldwork, employees may be required to wear safety equipment. Employees are occasionally required to work on different shifts, evenings, or on weekends, and may be required to be on call to respond to after hour emergencies.

Employees in this position will report to the Traffic Discipline Manager or other designated official.The current vacancy exists in Baltimore, MD. This position may allow a hybrid work schedule, including telework and on-site work hours.

Qualifications

MINIMUM QUALIFICATIONS:

Possession of a Maryland Professional Engineer license is required. Evidence of license must be presented at the time of appointment.

Experience: One (1) year of experience managing engineering projects as a licensed, professional engineerand** Two years of experiencemust have involved project engineering/management of traffic engineering design, operation, analysis and safety projects (i.e., signing and safety improvement projects).

Theideal candidatewill possess the following:

  • Traffic engineering related experie ces and a thorough knowledge of design guidelines, including the Manual on Uniform Traffic Control Devices (MUTCD), Highway Capacity Manual (HCM), American Association of State Highway and Transportation Officials' (AASHTO), Policy on Geometric Design of Highways and Streets, Roadside Design Guide; and Americans with Disabilities Act (ADA) Accessibility Guidelines.

Licenses and Certifications
  1. An applicant's current license as a Professional Engineer in a state with comparable requirements acceptable to the Maryland State Board for Professional Engineers, in the appropriate option for which application is made, will be accepted but the applicant must obtain a Maryland license within twelve (12) months of appointment. Evidence of out of state registration must be presented at time of appointment.

  2. Applicants must possess a Driver's License valid in the State of Maryland.Applicants must list the license number and date of expiration on the application.

NOTES:

  1. Registration requirements are established under Title 14, Business Occupations and Professions Article of the Annotated Code of Maryland.

  2. Employees of the Maryland Department of Transportation assigned to especially sensitive locations or facilities may be required to obtain and maintain a special security badge.
