Items procured may be specialized in nature giving rise to unique situations with complex specifications, limited market sources, and close price bidding. * Assist in preparing construction procurements for specific building projects. * Assist to resolve any differences on critical points and specific contractual provisions. * Drafts specifications and vendor qualification criteria for bids and proposals upon researching the end user's needs to ensure proper procurement, maximized competition, and proper equipment form and function. * Communicates on and settles any differences on critical points and specific contractual provisions. * Serves as liaison between campus and vendor community, supplying end users with information on sources, discounts, pricing and delivery provisions. * Evaluate bid and proposal responses to contract awards and debrief unsuccessful vendors. * Researches market to determine if sole sources are justified and to develop new sources for supplies and services. * Performs other duties as assigned. MINIMUM QUALIFICATIONS * Education: *Bachelor's degree * *Experience: *Three (3) years related construction, buying, or procurement experience. * *Supervisory Experience: *N/A * *Certification/Licensure: *N/A * *Other: *Experience can be substituted for education. Financial disclosure reporting required by State of Maryland Ethics Committee. * KNOWLEDGE, SKILLS, ABILITIES * Knowledge of position requirements. Knowledge of all applicable requirements, regulations, and laws. Skill in effective use of applicable technology/systems. Ability to effectively communicate both verbal and written thoughts, ideas, and facts. Ability to work cooperatively with others and independently.
