Position Overview: The Division of District Talent Systems works to support districts with the development of systems for identifying and rewarding great teachers, including work related to the Teacher Incentive Allotment, T-TESS, and other strategic compensation efforts. The Teacher Incentive Allotment (TIA) Data Manager will play a critical role in providing a pathway for outstanding Texas teachers to earn six-figure salaries and support the implementation of the Teacher Incentive Allotment (TIA). The Manager will lead efforts the support work for TIA districts with implementing TIA, including overseeing the data validation and submission process. Additionally, the Manager will oversee the divisions research and data strategy planning. The Manager will serve as a trusted advisor to senior leadership at the district level to weigh options and make informed decisions as districts seek local designation system approval. This position reports to the Director of District Talent Systems. Flexible work location within the state of Texas may be considered for qualified candidates. You may perform other functions as assigned. 1. TIA Implementation Strategy: Lead strategy and policy work related to TIA Data Submission and Validation, including overseeing metrics, milestones, and policy planning.2. TIA Research and Data Infrastructure: Lead research agenda and planning with partners, such as Texas Tech University, to promote continuous improvement and document TIA outcomes. Additionally oversee requirements and design of all TIA databases including TTU Portal, SCOMs, and internal data management systems.3. Internal Partnership and Planning: Partner with internal partners to promote and meet division goals. Teams include TIA Student Growth, Assessment, EDRS, Research and Accountability, and other data teams.4. Team Management and Supervision :Manage, coach, and support the local designation system implementation team to provide appropriate professional growth and development in their efforts to provide technical assistance to districts, ESCs, and TAPs. Qualifications: Minimum Qualifications Education: Graduation from an accredited four-year college or university Experience: At least five (5) years of experience in research or statistical analysis including a minimum of one (1) year experience in SAS programming. Substitutions: An advanced degree may substitute for two years of required experience. Other Qualifications Share the belief that all Texas students can achieve t high levels and are able to succeed in college, career, or the military Experience conducting data analysis and product creation in SAS Experience working with large, institutional databases and state education data sources (e.g., Census data, PEIMS, STAAR, etc.) including data cleaning and processing Experience with the research and evaluation process (e.g., problem identification, evaluation design, methods, data collection and management, statistical techniques, analysis, and reporting.
