As the Deputy Program Manager for Architecture and Infrastructure you will be providing high level solutions for the integration of STORMBREAKER system components; the deployment of the system in both cloud and physical network environments; and interoperability with other operational capabilities and datasets. You will provide management and direction of the day-to-day operations, schedule, and performance for the STORMBREAKER Architecture and Infrastructure team in collaboration with the STORMBREAKER Program Director. The ideal candidate will provide leadership to the program team on staffing, training, administrative oversight, operations management, workforce management, budgets, sub-contracting, and technology integration. This is a blended on-site/telework position that is based in Hawaii and requires support on customer work sites, including Camp H.M. Smith and other off-base locations.
You would be a great candidate for this position if you have experience with technology integration, system development, information technology and networks, big data analytics, military plans and operations. You understand how to integrate multiple stakeholders, vendors and subcontractors to execute a well-coordinated project. You have a passion for guiding and mentoring a diverse team to maximize skills and knowledge to achieve exceptional outcomes.
The candidate for this position must have strong interpersonal skills to be able to communicate effectively. They must be able to manage multiple tasks simultaneously, make decisions in the midst of ambiguity and meet deadlines. The successful candidate must be a self-starter that needs minimal supervision.
This position requires a DoD Secret security clearance which requires US citizenship for work on a DoD contract.
Essential Duties and Responsibilities
Coordinate the STORMBREAKER Architecture and Infrastructure schedule, provide oversight on personnel matters, establish priorities and resources between multiple vendors and subcontractors, and manage deliverables
Coordinate with high level stakeholders to include USINDOPACOM senior staff, Component Commands, OSD, other Geographic and Functional Combatant Commands, and the IC
Utilize Task Order and SMX corporate processes to track program/project schedule and personnel
Report status, develop program/project-related documentation, and maintain production and quality metrics for assigned project
Orchestrate/develop operational data calls, report outs, and performance products as required to support INDOPACOM development of the STORMBREAKER capability
Ensure that contract service, quality, and performance requirements are met
Establish and maintain effective working relationships with the Government’s program managers, representatives, and authorizing officials
Work cooperatively with the Program Director in developing short- and long-range goals, objectives, policies, and operating procedures in accordance with program objectives and contract parameters
Work with human resources and talent acquisition to manage and oversee the recruitment, hiring, retention, and training of employees to assure compliance with contract requirements and HR policies
Have a high attention to detail, working closely with plans, operations and technical stakeholders to drive measurable results
Produce high-quality, well-written technical documentation
Work effectively within a delivery-centric, multi-functional team
Work in a fast-paced Agile environment with fluid requirements and changing priorities
Required Skills & Experience
Required clearance: Secret
Ability to obtain a TS/SCI
10+ years of management/supervision experience in DoD in a plans, operations, communications or intelligence related field/program
Experience interacting with and briefing senior government and industry leaders on topics related to programmatic, technology and financial status
Previous experience supporting large projects or personnel management and/or support for initiatives with technical objectives
Minimum of Bachelor’s degree
Demonstrable success in government project and/or personnel management (DoD preferred) through prior work experience in a customer-facing role
Knowledge of USINDOPACOM staff functions, operations, and requirements
Knowledge of process improvement techniques and ability to direct improvement initiatives
Desired Skills & Experience
Current Project Management Institute (PMI) Project Management Professional, Program Management Professional (PgMP) or Defense Acquisition Workforce Improvement Act (DAWIA) Level III Program Management certification
