Position Summary

The Program Manager is responsible for developing, implementing and coordinating an effective capture & execution program for specific Customers to promote potential products and services of the Company. They are also accountable as the Customer-facing leader which includes fiscally responsible planning and coordination for assigned Programs and all projects that are within the Program. Lead a Program Team consisting of business unit project managers to develop the overall Program governance and policies. Plans, directs, and coordinates all activities associated to ensuring the consistent project execution within the Program with assistance of the Integrated Solutions Team and project execution teams. Work closely with Customers to develop long term front-end engineering and requirement planning to facilitate growth of Company’s business and effectiveness of Customer challenge resolution.

Duties & Responsibilities


  • Monitors business opportunities within assigned program to identify front-end engineering activities, facilitate timely proposals development and assist in long term forecast by identifying targeted projects with associated timing and scope. Identifies business opportunities for other Oceaneering business units and promote the Company’s ability to incorporate multiple internal assets to provide a value-added solution to Customer’s challenges.

  • Reviews program proposals with commercial team to determine time frame, funding limitations, procedures for accomplishing project, staffing requirements, and allotment of available resources to various phases of project.

  • Monitors program execution plan, budget, and staffing for each phase of project through the assigned business unit Project Manager and provide guidance on any necessary actions that might not have been seen while ensuring project is consistent with the program guidelines and expectations. Assists business unit Project Managers when Customers are attempting to deviate from program standards or norms.

  • Ensures development of integrated program schedule which incorporate all individual project schedules within the program. Works with the Program Scheduler to make sure they understand the critical- path issues and resources challenges. After project kicks off, monitors the status of the schedule with the assigned project manager and ensures reaction to any developments concerning the critical path or other key elements of the project(s) schedule is effective and timely.

  • Maintains Customer communication from opportunity stage through project completion while developing strong Customer relationship and building for future work from Customer base. Communicate with Customer on project-specific issues as needed when Project Manager is unavailable or needs assistance.

  • Develops program-specific execution plan governance and methodologies that are consistent with Project Delivery System Stage Gate and associated policies to ensure consistency with meeting Customer’s requirements, budgetary constraints, timely delivery and improved effectiveness between both the Company and the Program’s Customers. Pinpoint areas of improvement that are valued by the Customer while providing additional opportunities for the Company.

  • Reviews program comprehensive risk register (proposals and projects) and maintains effective mitigation plans for systemic risks while reporting these risks to the Technical Assurance group and business unit project managers

  • Confers with Program Team to provide guidance where appropriate to ensure technical objections are being met and ensuring that any program scope changes are being captured. Facilitate technical advice and problem resolution with customer and internally as needed.

  • Develops and maintains a standard set of key program control documents and monitors progress with program defined KPIs.

  • Prepares program reports for management which includes weekly, monthly, and quarterly reports, status, as well as reviewing monthly financial and forecast reports with the assigned project managers., Ensures submittal of all appropriate customer reports as determined between customer and program manager.

  • Works with Project Groups Manager, Project Managers and, when appropriate, other Program Teams, to ensure project and departmental controls & policies are adhered to.

  • Other duties as assigned.

Supervisory Responsibilities

  • Oversees and manages program-related responsibilities of Program Team. Manages all Project management staff across business units associated within the program in reference to the project execution. Carry out supervisory responsibilities in accordance with the organization’s policies and applicable laws.

Reporting Relationship

  • Reports to Service Line Manager UK/ME/Africa - Service, Technology, and Rentals


  • Requires a bachelor degree in technical or business discipline plus substantial years of related experience, to include significant project management or direct management experience, OR, equivalent combination of related experience and education.
  • An Accredited Engineering Degree is highly preferred. Formal training in Project Management preferred. Risk Management Training would be a plus.

Knowledge, Skills, Abilities, and Other Characteristics

  • Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Able to respond to common inquiries, complaints from Customers, request from regulatory agencies, or members of the business community using either written or verbal communications. Ability to write speeches and articles for publication that conform to prescribed style and format ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

  • Able to work with advanced mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry as well understand basic accounting calculations such as POC revenue. Understand how to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

  • Able to clearly define problems, collect data, establish facts, draw valid conclusions and outline appropriate plans of actions. Understand and have the ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

  • To perform this job successfully, an individual should have knowledge of Microsoft Office programs, PeopleSoft (or other major ERP system) with preferences in knowledge of AutoCad, Solidworks, FEA, MS Project and/or Primavera. PMP or CAPM certification highly desired.

Working Conditions

This position is considered OFFICE WORK which is characterized as follows.

  • Almost exclusively indoors during the day and occasionally at night.
  • Occasional exposure to airborne dust in the work place.
  • Work surface is stable (flat).
